My cockatiel is doing some kind of dance?

So he was sitting on my shoulder and he started to sway back and forth with his butt rubbing on me. Like he was rubbing his butt on my shoulder and had his back hunched. What does this mean? I didnt like the looks of it so I took him off. Sometimes he will do it next to me too. Any idea?
